Statement by SRI and Akãhatã to the Interactive Dialogue with the IE on the effects of foreign debt

Action Canada hace esta declaración en representación de la Sexual Rights Initiative y de Akãhatã - Equipo de trabajo en sexualidades y géneros.

Saludamos el informe de la Experta Independiente sobre su visita a Argentina. Lamentamos que a último momento el Estado haya pospuesto su visita, porque esto dificultó que las organizaciones de la sociedad civil pudieran reunirse con la experta.

Destacamos que la Experta ha señalado la gravedad del hecho de que en 40 años de democracia el Estado argentino, que juzgó a los responsables de la última dictadura cívico-militar, no implementó ningún mecanismo para hallar la verdad en relación a la deuda externa tomada por la misma dictadura. Desde hace al menos 30 años ha habido un reclamo social de que se audite la deuda externa y que no se pague la deuda contraída por la dictadura, porque no es legítima.

Compartimos su preocupación sobre la toma de deuda para aumentar las actividades económicas extractivas y las exportaciones. Desde hace años, numerosas organizaciones de todo el país, muchas de ellas lideradas por mujeres, vienen exigiendo que se ponga fin a este tipo de actividades debido a sus muy graves impactos sobre el ambiente y sobre los derechos humanos. También nos hacemos eco del llamado de la Experta al FMI para que cumpla con los derechos humanos.

El pago de la deuda no puede tener prioridad sobre la obligación del Estado de garantizar la realización de los derechos humanos, especialmente cuando cerca de un tercio de la población y la mitad de les niñes en el país viven debajo de la línea de pobreza.

We welcome the Independent Expert’s report on her visit to Argentina. We regret that the state postponed the visit at the last minute, which made it more difficult for civil society organizations to meet the Expert.

We note that the Expert pointed out the seriousness of the fact that in 40 years of democracy, the Argentine State, which tried those responsible for the last civil-military dictatorship, has not implemented any mechanism to find the truth in relation to the foreign debt taken by the dictatorship itself. For at least 30 years there has been a social demand to audit foreign debt and cancel the debt contracted by the dictatorship, because it is not legitimate.

We share the concern about contracting debt to increase extractivist economic activities and exports. For years, various organizations throughout the country, many of them led by women, have been demanding an end to these types of activities due to their very serious environmental and human rights impacts. We also echo the Expert’s call on the IMF to comply with human rights.

Debt repayment cannot take priority over the State's obligation to guarantee the fulfillment of human rights, especially when around a third of the population and half of the children in the country live below the poverty line.
